Well, that all depends on what your range is. I know you said lower but whats your max?
The Cosco Scenera is a really inexpensive seat. You can get it as low as $38 at Walmart (you just have to watch for sales) but it runs about $50 I believe. It only goes to 40lbs FF though so if you want to do extended harnessing, the odds are you're going to need something else. BUT, if you can get it for about $40, you could start saving for a more expensive seat. The Scenera gets high safety ratings and some people love it and some hate it. Some says its not padded enough (comfort for the kids) and hard to install. My BFF has 2 and LOVES them. She says her kids prefer them over the Graco Comfort Sport (which has more cushion) and she doesn't have a lot of trouble installing it.

Evenflo Triumph Advanced is a seat that a lot of people seem to like: http://www.toysrus.com/product/index.jsp?productId=3028986. It RF to 35lbs and FF to 50lbs. Personally, I'm not fond of the Evenflo seats because of how you tighten and loosen the harness. I've had 2 Evenflo seats and had trouble getting the harness to loosen because the lever you have to push gets stuck. My dh can do it no problem but my mom and I struggle with it. Its a big comfy seat though! The model I had was older so it only went to 40lbs and it didn't have the slide harness (I also had a booster style with a harness too but thats not what you're looking for).
Graco just released a seat that goes to 65lbs like the Britax Marathon does but it costs a lot less. Its still a little pricey but about half the cost of a similar Britax. http://www.toysrus.com/product/index.jsp?productId=3532435 I know nothing about this seat but I've always been happy with my other Graco seats! I've had 3 Snugrides, 1 comfort sport, 1 Safeseat II (which is now call Cozy something or something Cozy) and 2 Graco boosters (well, 4 if you count the ones my mom has).
If you're really interested in something like the Britax, I'd suggest watching for a sale on the scenera and then save a little money because Britax typically has big sales in Sept and Feb on their older prints and you can get them almost $100 (sometimes more if you really search online) off!

Thanks for helping me out Girls :-)
Cassie, although the seat you currently have has height limits of 29 inches it does not mean the baby has outgrown the seat. When the child has less than 1 inch of hardshell over their head then it is time to get out that seat or when they have reached the weight limit full bellied.
The suggestions Tracy made are the same ones I would tell you. Good luck and let us know what you decide :0)

You were looking at a 3in1 and those are a bit deceiving. Its 5-25/30lbs RFing, 20/22lbs to 40lbs FF and then the harness is no longer usable and its a booster until 100lbs. My ds1 outgrew his before he was 3 and he outgrew the harness in height and I just didn't realize it until after. I loved the seat because when he was too tall for his Graco ComfortSport (harness was below his shoulders in the highest slot) I was able to move the 3in1 seat one more higher (it had 5 instead of 4) but what I didn't know (because I didn't read the manual completely) was that those 5th slots were for storage of the harness only. You were supposed to take off the clips and put the harness through the highest slots and then use the regular seat belt. No wonder it was so hard to get him in and out of the seat all the time! But I didn't know. So, yes, that can be your only seat but just remember that the harness only goes to 40lbs not 100!

Yeah 3 in 1 seats are not the best option to buy, they have very low shells and are outgrown to soon before kids are ready for a booster.

I would go with the Evenflo Triumph Advance <---must say Advance in the title.....or a Britax Marathon or a Graco MyRide and if you are really on a budget then I would go for the Cosco Scenera.
I have 2 Britax Marathon, one Evenflo Triump Advance and a Cosco Scenera.......(YES I AM CARSEAT OBSESSED)
